In the past, when I've wanted to make a custom NES controller ( like this foot controller ), I've had to sacrifice an original NES controller to do so when all I really need is the chip itself.

Are either of these parts what I'm looking for?

I just get "An unexpected error has occurred" for those Mouser links.

The encoder chip in an NES controller is a 4021 parallel to serial shift register, and infiniteneslives.com sells 4021s extracted from NES controllers whose encoder has been replaced with the encoder for a different platform.
