First of all you need a (E)EPROM Programmer. You can buy it or make it.

To avoid trouble, get a USB EPROM programmer, because the parallel port ones are a pain to get working sometimes, especially considering that parallel ports are becoming quite uncommon. Beware that some programmers are powered by a USB cable, but still need a parallel port connection to work.

I bought a GQ-3X off MCUmall and it works perfectly for 8-bit wide OTPROMs and UVPROMs. It's USB controlled and powered and the software is flexible and stable.

I thought I was smart and built my own parallel port programmer that used software timing to pulse the EPROMs. It would write the first byte nicely, but not much after that. I spent a few days trying to fix it, gave up in frustration, and purchased the aforesaid model.

can you use punctuation it would show that you're actually putting some effort into this and will make the stuff you write less annoying to read

EDIT: If your only intention is to make carts for the NES (and other 8-bit consoles), there's no need to be picky about the EPROM programmer. Any programmer will work with the common chips you'll be using, so you can just browse online for whatever is more convenient to you. My only recommendation, like I said before, is that you get a true USB programmer.

The rest of the stuff is pretty common and easy to find in physical stores: soldering iron, solder, multimeter... and don't forget the donor carts.
