I recently got a PAL front loader and had to do a CIC mod on it since I don't have any actual PAL carts. I removed the CIC chip, put a socket into the board with pin 4 of the socket bent up and tape covering the board's pin 4 thru-hole. I then removed a nearby bypass cap and installed a 3-pin header with its center pin bent up (which fits perfectly). I then reattached the bypass cap on the other side of the board. And finally, connected together the 2 bent up pins with a wire. This makes the CIC selectable with the jumper and everything looks nice.

That does look nice. My NES has lockout pin 4 wired to a panel-mount toggle switch drilled through the back of the case. What was weird is after about 4 years of use, the lockout chip died. Most likely something like ESD, the case was always off, and I've caught my cat sleeping on the mainboard before, so who knows. But I thought it was pretty funny that I recently repaired my NES lockout, of all things (can't test GTROM boards without it).
I didn't realize until I got home tonight and tried it, NTSC controllers don't work with this PAL-A NES from the UK! I figured out how to add the 3.6k resistors on the clock and strobe lines inside the NES. I thought there was something actually wrong when the controller didn't work. I got this NES in case I someday do any development and want to support/test PAL.
