The linked article is about a guy who took up a dare to make a dungeon crawler in a week, 40 hours, with just a plain Windows install and an Internet connection, and not using any non-free tools to construct it. He kept a log of his progress and reflections on the experience.
I'd download GameMaker.
Of course, it isn't free anymore.
Wait, no - can't use that. ICIC.
I'd fail.
Unless I can use nothing but script on GM. I'd do that.
Tip passed on from NovaYoshi:
GameMaker is dead; long live
Construct.

Wait, what? Game Maker's still free. It's had both a paid and free version for as long as I can remember.
If you want something more custom, Get Multimedia Fusion, Though it is more expensive than Game maker, ($199-$399 USD)
or use Construct (Tepples said that earlier), else wait until Stencyl. (another good, free GCS with better features apperently, in development)

Watermark.
It doesn't matter now, because I already paid for GM (way before it was owned by Yoyo).
