Who knows how to package an app for Ubuntu?

I just filed a request in Ubuntu Launchpad to package all the zlib-licensed parts of CC65. This includes everything but the non-free C compiler, which most of us don't appear to care about anyway. Has anybody here packaged an Ubuntu app before?
