Pretty much, except that the sprite will still show through transparent parts of the mountain.
In graphics programming for 2D game consoles, the terms "Z", "priority", and "layering" have similar meanings. On the NES, a sprite whose priority bit is turned on will appear "behind" opaque parts of the background, but the priority bit doesn't affect layering between one sprite and another.

"X Scroll" resets at PPU cycle 257
"Scroll Reset" (the V=T) happens at cycle 304 of the pre-render scanline
