I've been working on some more Famicom carts and I came across this one, HVC-UN1ROM-01.

At first I just figured it was going to work just like UNROM but with maybe a 64KB ROM instead of 128K, but that is not the case. D0 and D1 are not used for some reason, instead D2-D4 are used.

Turns out this behavior was implemented as INES mapper 94, I never found any references to the actual board name though.

Senjō no ōkami is Capcom's Commando, nothing to do with Capcom's other Ōkami game.

This means $00 swaps bank 0, $04 swaps bank 1, $08 swaps banks 2, etc... ?

that is exactly right Bregalad, and as for never-obsolete's comment, that is the only logical reasoning I could think of as well.
