rpx "vc wiiu nes/fds" to rom nes/fds

I tried to convert the game vs. excitebike of the virtual console nes WIIU, in rom for emulator,

but I can not change the beginning to work

I converted the rpx in .elf then locate the rom, here is the elf:

the rom starts at 0138db0 and ends at 0015adf0,

ps: it is 132kb and a rom .fds is 128k max

VC FDS DATA Change.Not Working normal emulator .
VC FDS的数据是修改过的，不能执行在普通模拟器。
but VC NES DATA,fixed is wokring normal emulator.
但是VC的NES数据，修正后是可以在执行在普通模拟器。

this vc fds,ROM block have offset.
