Looking For Homebrew Super Smash Bros for NES

I am looking for a homebrew rom that my brother told me about. He swears up and down that it was a remake of super smash bros but 2d. I found a rom where mario and luigi can fight against each other, but it didn't very much smash bros. I showed it so him but he said it wasn't it.

Does anyone know of this game? I've been looking for it for years.
