Isn't this the map to StarTropics?
By the way: please consider posting a smaller preview image (for anything wider than 800-1000 pixels or so) and linking to the full-size one.

Imgur will automatically make a (tiny) preview image for you.

Interesting map... So it uses 16x16 and 32x32 blocks... but the water patterns near the corners suggest that there's some advantage in repeating 256x256 blocks... Apparently there are no reused 256x256 blocks in areas with land, but considering the amount of water in the map, it would make sense to use blocks this large, saving a lot of memory in water areas but using only unique blocks in land areas.
So in other words, they came to the same conclusions as Sonic Team.
