Hi, I'm doing portraits and I would see if anyone can get an idea of this aspect as it gets, think they are just photos with some filter?

know any program that can achieve this look by applying some filters?

You can achieve such result from a photo with halftone ordered dithering.

It does not look like a handmade pixel art because of random pixels and jaggy lines, it would make no sense to place them this way if you draw it by hand.

You can get similar looking pictures by bumping up the contrast of the image and reducing it to 4 colors. This can be done with Photoshop.
