Image to iNES?

Is there a program that can convert PNG, GIF, BMP, or even, JPG images to an iNES formatted ROM file? I'm asking because I remember back in 2013 or 2014 using one all the time. If there is one, THANK YOU!

NES Image Converter can do something like that, but the results depend a lot on what kind of input image you feed it.
