I think the cartridge can use the /reset pin to reboot gb.

Not without custom hardware. You could design a cart that could control the /reset line, but commercial carts can't.

By using the /RESET line. The only way to make the bootstrap run again without powering off the GB would be to use the /RESET line on the cartridge port. This is useful for something like the EverDrive so that the game can startup in whichever mode is best, CGB or Mono GB for example.
