nesdevwiki.org is hosted in some way by AtariMike. It's believed that it's some "under the desk" setup with a box or server being stuck somewhere on UC Davis's campus, with AtariMike having limited accessibility either to the box, the network its connected to, and the overall environment (in English: it's a "best effort service"). There's many past threads on this forum mentioning the site being down. Some examples:

There's efforts underway to move the entire wiki over the new site/URL (hosted here at Parodius) given the unreliable nature of nesdevwiki.org. Since I don't have any control over the nesdevwiki.org domain, there's no way for me to move/point the "old URL" to the new one or otherwise. That would be something the community would have to take up with AtariMike.
And yes, nesdevwiki.org is down for me as well. It appears the server is up by the actual web server daemon/service isn't:
