I bought an 16bit adapter but I'm not sure how to cennect it to my willem. Maybe you guys have a clue:
Below U3 are the pins which are locked into the ZIF socket.

Just a heads up, you're not going to get much help here, and you may even get a lot of heat for even asking for help with repros. The fact of the matter is that 99% of repros are going to be straight-up piracy, and a large chunk of that ends up on Ebay for really high prices. Of course, you're not going to do that... nobody ever does. But they do. So regardless of your intentions, you're not going to find people here really willing to help. Besides, a lot of this info is already here in the forum, from people who got lucky and managed to catch people on a good day. However, for your questions, you're asking stuff that is specific to "how do I use my Willem", and that is better suited for Willem's own forums.
Perhaps if you tell us what homebrew game (or at least total conversion mod) you're planning to reproduce, people might become more willing to help.

And like I said, your questions are really just about how to use a Willem. I really suggest asking somewhere that focuses on them. Those things are so finicky that you really need people dedicated to it to track down issues related to the multitude of board revisions, clones, etc. I'd try the
MCUMall forums.
On my 16-bit adapter the four lines that are relevant are labeled on the 16-bit adapter PCB, allowing me to fabricate an appropriate cable. In your case, just trace the cable you have been given and see which lines match up to which spots... A19 on the adapter goes to A19 on the willem, etc. etc.

Why are you using a 16 bit device? Don't you need an eight bit rom? I am not familiar with dragon quest cartridge. What is the cart I.D? 1A3M??
I just looked up what type of cartridge is used. It's a 1J3M. - a common hi rom cart.
You'd be slightly crazy to try to put a 16 bit 27c322 42 pin EPROM in this.
As previous posts have recommended, the Tsop adapter from buyicnow is the way to go.
You send them the file you want programmed, they'll program it and all you have to do is remove the mask rom and solder in the Tsop adapter you get from them.
