SNES Hi/Lo ROM reproduction PCB/flash BOARDS

Hi,
I recently saw the Kazoo cartridge "INL Retro" Dumper-Programmer. I would like to copy a game into a SNES Hi/Lo ROM reproduction PCB/flash BOARDS.
Does it mean that I need to program the game in it to be able to play with it? I gave a quick look at the programming stuff and it looks hard as hell. Is this as simple a loading the rom inside it, or I need to ''writte'' the game from a to z? :shock:

"Programming" in this sense refers to storing the program in flash memory on the cart PCB. You can load a commercial ROM, but then you MUST NOT sell it. If you develop an original game (which will take months to learn and may take months to do, especially on Super NES where the expected production values are higher than on NES), you'll be able to buy boards, program them, and sell them, so long as you pay the government a cut of all earnings after deducting expenses.

I know about the Do not sell (completly illegal) :) I want them only for me.
It sounds interesting! If I would like to ''insert'' an existing game like MetalWarriors in one of these flashBoards, do you know the way to do this (is there any tutorial somewhere because I have not found any) ...
