Best compiler + libraries for "Hello World"

What's the best (for the novice) combination of compiler and libraries for a newbie to compile a "Hello World" example? On Windows if possible.

Define "compiler". Are you talking about C compilers? Or would assemblers count?

Oops! I've seen some recent activity in libraries /devkits for C and wondered how to start. Specifically, something that has something like a hello.c to compile right off the bat.
